Dr. Shabab bin Saad Al-Ghamdi is the Secretary General of the Council of Health Insurance (CHI), the regulatory body responsible for overseeing the implementation of the Health Insurance Law in the Kingdom of Saudi Arabia. Prior to joining CHI in January 2019, he established the General Administration of Purchasing of Healthcare Services at the Ministry of Health. This involved developing the first nationally unified methodology for delivering healthcare services to Saudi citizens through private healthcare providers, contributing to enhanced quality, efficiency, and automation. From 2016 to 2018, Dr. Al-Ghamdi served as Advisor to His Excellency the Deputy Minister and was the Founding President of the General Administration of Purchasing of Healthcare Services. He also contributed to a number of healthcare transformation projects during this period. Before joining the Ministry of Health, Dr. Al-Ghamdi spent nearly two decades at Saudi Aramco, holding various administrative roles within its Medical Services Division from 1998 to 2015. His last position was Medical Director of the Medical Services Administration. He was also a founding member of Johns Hopkins Aramco Healthcare (JHAH). Dr. Al-Ghamdi holds certification from the Canadian Board in Family Medicine from the University of Toronto, a Bachelor of Medicine and Surgery from King Khalid University (formerly the Abha branch of King Saud University), and ACPE certification from the American College of Physician Executives. He serves as a member of the Health Sector Transformation Program since January 31, 2020, and holds several leadership memberships, including:
