Dr. Shabab bin Saad Alghamdi is the Secretary General of the Council of Health Insurance (CHI), the body responsible for regulating the private health insurance sector in the Kingdom of Saudi Arabia.
Prior to joining the CHI in January 2019, he founded The General Administration of Purchasing of Healthcare Services at the Ministry of Health, which included the first unified methodology at the national level to provide care for Saudi citizens through private healthcare providers in areas covered by services, leading to improved quality, efficiency and automation of services.
During his tenure at the Ministry of Health for the period 2018 - 2016, he was Advisor to The Deputy Minister and Founding President of The General Administration of Purchasing of Healthcare Services, in addition to participating in transformation projects in the health sector.
Dr. Alghamdi moved to the Ministry of Health from Saudi Aramco, after working in various
administrative positions in the company's medical services system for the period 2015 - 1998, most recently as Medical Director of the Medical Services Administration. He was also part of the founding team of the Johns Hopkins Aramco Healthcare (JHAH).
Dr. Alghamdi is certified by the Canadian Board in Family Medicine from the University of Toronto, Canada.
He also holds a Bachelor of Medicine and Surgery from King Khalid University (formerly
known as King Saud University, Abha branch), as well as the ACPE accreditation from the
American College of Physician Executives.
He is a board member of the Saudi Health Council, a board member of the Saudi Red Crescent Authority, and a board member of the Health Endowment Fund. He is also a board member of Lean Business Services Company.
