A governmental body with an independent legal authority established under Cabinet Resolution No. (71) dated 27/4/1420 AH - 11/8/1999 AD, which stipulated on the establishment of a council with the aim of supervising the implementation of the cooperative health insurance system headed by the Minister of Health and the membership of a representative at the level of undersecretary for the Ministry of Interior, Ministry of Health, Ministry of Labor, Ministry of Finance, Ministry of Commerce, nominated by their authorities.
A representative of the Council of Saudi Chambers of Commerce and Industry nominated by the Minister of Commerce, and a representative of cooperative insurance companies nominated by the Minister of Finance in consultation with the Minister of Commerce.
A representative of the private health sector, and two representatives of other government health sectors nominated by the Minister of Health in coordination with their sectors. Council members are appointed and their membership renewed by a decision of the Council of Ministers for three years, subject to renewal.
