The Council of Health Insurance launched its 2025–2027 Strategy, reaffirming its vision to become a leading regulatory body that enables a beneficiary-centered health ecosystem built on value-based healthcare.
With this strategy, CHI continues to strengthen its efforts to ensure beneficiaries' access to high-quality healthcare services through a transparent and innovative ecosystem that empowers healthcare providers and employers.
The new strategy is based on five strategic pillars: a beneficiary-centered healthcare ecosystem, empowered employers, and driven by data and smart technology, embedding the principles of value-based healthcare, enhancing commitment, and reaffirming CHI's position as an innovative, sustainable, and digitally excellent entity.
Ms. Eman Alturaiki, Official Spokesperson of the Council of Health Insurance, stated that the launch of the 2025–2027 Strategy is an extension of CHI's ongoing efforts to enhance quality and efficiency through a transparent, credible, flexible and sustainable environment marked by innovation and institutional excellence.
She explained that CHI has developed 47 initiatives across nine strategic programs. These programs aim to strengthen the effectiveness of healthcare providers by implementing innovative value-based payment models, such as Diagnosis-Related Groups (DRG), that promote economic efficiency and improve the quality of care.The strategy also seeks to raise compliance levels by enabling employers to provide innovative and efficient health coverage for their employees and dependents. It further includes the development of the Basic Benefits Package to meet the diverse needs of beneficiaries, in coordination with relevant stakeholders to ensure policy integration and implementation alignment.
In addition, the strategy supports digital transformation by enhancing the use of data and artificial intelligence in planning and decision-making, in line with the objectives of the Health Sector Transformation Program under Saudi Vision 2030, aimed at improving quality of life and advancing the national healthcare ecosystem.
Alturaiki clarified that CHI developed 47 initiatives under nine programs designed to achieve CHI's strategic objectives. These objectives focus on expanding preventive services for CHI beneficiaries within the Basic Benefits Package and enhancing the effectiveness of healthcare providers to adopt value-based healthcare. In addition, CHI aims to raise compliance levels by enabling employers to provide health coverage for their employees and their dependents through innovative and effective solutions. The objectives also include adopting artificial intelligence solutions, supporting innovation, improving data quality and governance, and enhancing operational efficiency, in alignment with the Health Sector Transformation Program under Saudi Vision 2030 to improve quality of life and elevate the health system.
